Abstract at Time of Award

Proposal Title: Beyond the 2010 Initiative: Partnerships for Competitiveness Institution: South Dakota State University Energy generation and conversion are critical issues at the core of this major project involving nine institutions in South Dakota: South Dakota State (lead), Augustana, Black Hills, Dakota State, Oglala Lakota, Sinte Gleska, Sisseton Wahpeton, South Dakota School of Mines and Technology, and the University of South Dakota (USD) Main Campus. The researchers will create new devices called Photo-Active Nanoscale Systems (PANS). PANS research focuses on photovoltaic and solar energy, directwrite electronics, and the use of nanostructured materials for converting solar energy into chemical fuels. The project involves a series of Grand Opportunities, each addressing research questions through a multidisciplinary approach. These include: Cost Effective Solar Cells; New Generation Luminescent Solar Concentrators (LSC) based on Metal-Surface Enhancement; Reconfigurable Antennas on Flexible Substrates-Broadband Multilayer Filters; Upconverter Based Cost-effective High Efficiency Solar Cells; Novel Tandem Polymer Photovoltaics using Printing or Roll-to-Roll Processing; Fabrications of Electrodes for Next Generation Solar Cells; and Conversion of Solar Energy into Chemical Fuels using Nanostructured Materials Intellectual Merit The project addresses the development of novel photoactive materials, including investigations at the atomic level as well as applications of these materials. Modeling, synthesis and fabrication of novel composites will result in solar cell materials designed for performance, with a view to economics as well. Shape and size of the composites will be optimized along with tailored chemical composition by working at the nanoscale. Biomedical applications such as photoactive therapies will be addressed as well. Broader Impacts Workforce development is a primary objective of South Dakota and this project. An innovative partnership will facilitate the faculty at Tribal Colleges and Universities (TCUs) in pursuing terminal degrees. The RII project will support the planning for a state-wide initiative for middle school, Science in the Middle. This initiative will provide teacher professional development to establish a cohort of qualified master science, technology, engineering and mathematics (STEM) teachers. Connections will be established with the Deep Underground Science and Engineering Laboratory (DUSEL), including a virtual DUSEL (vDUSEL), which will provide outreach and education accessible to K-12 students and the community.

South Dakota’s NSF EPSCoR Research Infrastructure Improvement project supported research infrastructure capacity building, education and outreach activities centered on the topic of Photo-Active Nanoscale Systems (PANS). The PANS research focus explored how light could be used to produce energy via two technologies, photovoltaics (i.e., solar cells) and generating the green fuel hydrogen from water. PANS research studied the basic physical and chemical methods that convert sunlight into electrical energy, developed new materials for capturing solar energy for use in solar cells, developed and tested new solar cell designs based on this research and finally developed new materials capable of splitting water into its constituent elements, hydrogen and oxygen, for use as green fuels. A novel outgrowth of this research was the development of dyes that can only be seen when viewed under certain wavelengths of light. These “invisible inks” can be printed onto a variety of materials, from pharmaceuticals to Native American artifacts, to combat counterfeiting. This “Security Printing” research group has received significant funding awards from NSF, the state and private industry which in turn has led to significant technology transfer activities.

This project linked nine higher education institutions and two South Dakota (SD) state government offices to expand higher education and private sector research capacity, educate and train STEM students for a 21st century workforce, and communicate the importance of STEM (Science, Technology, Engineering, Mathematics) in meeting state and national needs to SD citizens through the development of the PANS research infrastructure improvement focus. These partnerships are the core strategy driving a transformation within the state that is encouraging and expecting higher education to participate in research and in technology-based economic development. Central to this vision is the development of a virtual research and education community developed through collaborative peer-to-peer research and new modes of cyber-enabled educational content delivery based on high-performance computing, visualization and data and information resources.

The project has strengthened faculty through its new hires. It has been the impetus for the development of a new graduate program in materials chemistry and helped expand existing graduate programs in chemistry, nanoscience and engineering, and electrical engineering. It has enhanced collaboration infrastructure, and helped an undergraduate chemistry program progress towards certification by the American Chemical Society; and strengthened undergraduate research. The project’s activities have expanded the instrumentation resources of all participating institutions. Many of these instruments are part of core campus instrumentation facilities that serve not just the participating RII Track 1 investigators but researchers across all disciplines on campus.

An important component of this project’s commitment to diversity was investments in the state’s primarily undergraduate institutions and tribal colleges to strengthen their baccalaureate STEM programs and help further integrate research and discovery into their curricula. This project actively engaged the state’s grade 7-12 schools through “Project Lead the Way” and other curriculum development activities, developing advanced high-school STEM coursework and making it available to small, rural school districts via the state’s telecommunications network, and expanding the state’s regional science fair program.

As a result of this project, South Dakota has developed a forward-thinking state science and technology plan that has made STEM-based economic development and workforce development a state priority. It has raised awareness of the importance of STEM...
